U.S. Department of Agriculture (USDA) scientists in Fort Pierce, Fla. are helping citrus growers and juice processors address the threat posed by Huanglongbing (HLB), a disease that is costing the citrus industry millions of dollars each year.

Citrus trees infected with HLB, also called citrus greening, usually die within five to 10 years. Fruit on infected trees often falls to the ground before harvest, and fruit that remains on trees may become misshapen and sometimes only partially ripen.

Supervisory horticulturalist Elizabeth Baldwin with USDA's Agricultural Research Service (ARS) in Fort Pierce is investigating the effects of HLB on the taste of orange juice produced from diseased trees. Her goal is to provide help while a permanent solution is found.

She and her colleagues at the agency's U.S. Horticultural Research Laboratory evaluated fruit with or without HLB symptomsproduced over two growing seasonsfor a number of fruit and juice characteristics. They compared Midsweet, Hamlin, and Valencia oranges, the three principal varieties harvested for processing, and used gas and liquid chromatography to analyze juice compounds.

They found that orange juice from the fruit with HLB symptoms was often higher in limonin and nomilin, compounds that can give the juice a bitter taste, but that the compounds were generally below levels that could be detected by human taste panels.

In another study, they investigated how HLB infection affects juice quality in the same three varieties of orange with respect to cultivar, maturity, and processing methods. The results showed tremendous variability, depending on the harvest date and variety of orange. In general, the researchers found more of a problem with off-flavored juice from diseased Hamlin orange trees than with diseased trees of the Valencia and Midsweet varieties.

But the researchers concluded that using some fruit that has HLB symptoms would not cause problems in commercial operations as long as fruit with and without symptoms, harvested from several varieties, locations, and seasons, was mixed together.

The critique targets Western backing of anti-dictator rebellions in Libya and Syria, which, as Mr. Putin tells it, only fuels the spreading flames of extreme Islamist insurrection, including the current war in Mali and last week's terrorist strike on a gas complex in Algeria.

"The Syrian conflict has been raging for almost two years now. Upheaval in Libya, accompanied by the uncontrolled spread of weapons, contributed to the deterioration of the situation in Mali," Mr. Putin said at a meeting with new ambassadors in the Kremlin Thursday.

"The tragic consequences of these events led to a terrorist attack in Algeria which took the lives of civilians, including foreigners," he added.

?"Those whom the French and Africans are fighting now in Mali are the same people who . . . ?our Western partners armed so that they would overthrow the Gaddafi regime," in Libya in 2011, Russian Foreign Minister Sergei Lavrov told a news conference Wednesday.

Many in the West may be inclined to shrug off Russian criticism as the routine sniping of a government whose Mideast influence has slumped since the Arab Spring began, or the self-serving rationale of an autocratic regime that fears popular revolution and automatically backs authoritarian rulers.

?But many Russian experts, including sharp critics of the Kremlin on other issues, argue that Russian leaders are being realists about the blowback that has followed Western interventions in the Muslim world.

They say Moscow has been dealing with the threat of militant jihadists since the Soviet Union's disastrous 1980s war in Afghanistan, and has watched as it has shown up in parts of Russia's heartland. Kremlin leaders accuse the West of an enthusiasm for toppling dictators that has led, not to democracy, but to spreading mayhem and rising Islamist militancy across West Asia and North Africa.

Intel gets go-ahead for $4 billion chip plant in Ireland, will produce its next-gen 14nm processors

Intel has been planning to make its Ireland base one of three global manufacturing sites for its 14nm chips since May last year, and its now been given the okay by Ireland's lead planning agency. The new $4 billion plant will create around 4,300 jobs for the region in Co. Kildare, where Intel already has around 4,000 on staff. The two-year plan involves redeveloping its existing operation, expanding and shifting to make its smaller, more efficient 14nm process. Intel's plans don't stop there, however. It still plans to roll out 10nm products sometime in 2015.

Genes provide clues to gender disparity in human hearts

Jan. 24, 2013 ? Healthy men and women show little difference in their hearts, except for small electrocardiographic disparities. But new genetic differences found by Washington University in St. Louis researchers in hearts with disease could ultimately lead to personalized treatment of various heart ailments.

Generally, men are more susceptible to developing atrial fibrillation, an irregular, rapid heartbeat that may lead to stroke, while women are more likely to develop long-QT syndrome, a rhythm disorder that can cause rapid heartbeats and sudden cardiac death.

While prior studies have clearly established differences in the development of heart disease between men and women, very few studies had looked at the molecular mechanisms behind those differences in human hearts.

Igor Efimov, PhD, the Lucy and Stanley Lopata Distinguished Professor of Biomedical Engineering in the School of Engineering & Applied Science at Washington University in St. Louis, and a former doctoral student, Christina Ambrosi, PhD, analyzed 34 human hearts looking for genetic differences that might explain gender differences in heart disease.

The team took advantage of the unique opportunity at the university to obtain failing human hearts at the time of transplantation from Barnes-Jewish Hospital and non-failing hearts unsuitable for transplantation from Mid-America Transplant Services, a St. Louis-based organ procurement service.

The team screened for 89 major genes in electrophysiology, ion channel subunits, calcium handling proteins and transcription factors important in cardiac conduction and in the development of arrhythmia and the left atria and ventricles in human hearts.

"What was striking in this study is that we expected very large gender differences in expression of genes in the ventricles, but we did not find such differences," says Efimov, also a professor of medicine, of radiology and of cell biology and physiology at Washington University School of Medicine. "Unexpectedly, we found huge gender differences in the atria."

The results showed that women with failing hearts have a weaker system of gene expression than men -- males showed overall higher expression levels of nearly all of the 89 genes than women.

Women showed particularly lower atrial expression levels of several important genes encoding for potassium channels, including Kv4.3, KChIP2, Kv1.5 and Kir3.1. In fact, the atria of women with heart disease had less than half of the KChIP2 mRNA than atria in men.

Results of the research were published in PLOS ONE.

Efimov says while there are still many questions that need to be answered to explain these molecular differences, one factor that could be contributing to the difference is estrogen.

"When women have the highest levels of estrogen, they are least vulnerable to arrhythmia -- women are protected by estrogen," he says. "But after menopause, women develop atrial fibrillation at the same rate as men. We don't understand this and need to study this in humans."

Another potential factor is circadian rhythm, Efimov says.

"Humans are much more likely to die suddenly from heart disease early in the morning, between 5-7 a.m.," he says. "In the cardiac system in mice, it has been shown that there is an oscillation of gene expression, so certain genes expressed at 5 a.m. could be different by threefold at 5 p.m."

Efimov says the study on human hearts is unique to Washington University, as much cardiac research elsewhere is done mostly in animal models. In the future, the team would like to expand the research into pediatric hearts, taking advantage of Washington University's leading pediatric heart transplant program to learn more about pediatric physiology.

Top to bottom changes in Congress' foreign policy

(AP) ? A harrowing nighttime flight over the African jungle and a wild search for a rebel leader helped forge a relationship between Democratic Sen. Bob Menendez and Republican Rep. Ed Royce, two men at the forefront of Congress' changing guard on foreign policy.

It was May 1997 and the lawmakers boarded a small plane to the African bush to plead with Jonas Savimbi, leader of the Angolan UNITA party, about ordering his forces to put down their arms and ending the country's civil war. Nearly 16 years later, Menendez and Royce are together again, collaborating as the new chairmen, respectively, of the Senate Foreign Relations and House Foreign Affairs committees.

They will lead a new group of foreign policy figures certain to challenge President Barack Obama on a growing list of issues: the civil war in Syria, the tenuous U.S. relationship with Pakistan, al-Qaida-linked groups in Africa and the threat from Iran's nuclear development program.

Menendez and Royce will preside on Wednesday as Secretary of State Hillary Rodham Clinton testifies about the deadly Sept. 11 assault on the U.S. diplomatic mission in Benghazi, Libya. The back-to-back hearings likely will be her last appearance on Capitol Hill before she steps down.

Menendez, then a House member, and Royce had been heading a congressional delegation to Angola that was trying to persuade Savimbi to take part in elections and join the government. The effort failed, and they soon discovered that Angolan President Jose Eduardo dos Santos had a unique way of showing his displeasure with the congressional mission.

"Dos Santos gave the order to close down the landing lights at the airport and you can't see anything over that jungle in the dead of night, including the air strip," Royce recalled recently. "We kept flying around and he (the pilot) could not find anywhere to land. Luckily for us, it turned out that night that Mobutu Sese Seko (the Congo leader) had been overthrown and there was a plane that came into that airport in Angola and when they turned the lights on to that plane, we came in right behind the plane."

Menendez and others on the trip remember shots being fired at some point. "It was definitely an experience," Menendez said.

The two House members who headed the Africa subcommittee felt an imperative to act. The decades-long, Cold War-era conflict pitted dos Santos, whose Popular Movement for the Liberation of Angola was backed by the former Soviet Union, against Savimbi, who had the support of South Africa and the United States.

The fighting would leave a half million people dead and displace more than 4 million. Savimbi died in 2002 in a battle with government forces. Dos Santos has ruled Angola since 1979.

The less dangerous assignment for Menendez and Royce is overseeing significantly altered committees. Not only are the chairmen new, but the ranking members will be different ? two-term Tennessee Sen. Bob Corker will be the top Republican on the Foreign Relations Committee and New York Rep. Eliot Engel, elected in 1988, will be the top Democrat on the Foreign Affairs Committee.

Gone are such stalwarts as six-term Republican Sen. Dick Lugar and 15-term Democratic Rep. Howard Berman. Joining the committees are rambunctious House freshmen and longtime senators willing to take on a second-term president. Republican Rep. Steve Stockman, who has threatened impeachment of Obama over new rules on guns, joins the House panel, while Sen. John McCain, the president's GOP rival in 2008, and tea party Sen. Rand Paul fill out the Senate committee.

Menendez and Royce, who were both elected to Congress in 1992, offer a study in contrasts and similarities.

Menendez, 59, is the son of Cuban immigrants and a hard-charging lawmaker from Union City, N.J., who famously testified about corruption while wearing a bullet-proof vest. He is poised to replace the current chairman, Sen. John Kerry, D-Mass., tapped by Obama to succeed Clinton.

Menendez would be the first Latino to head the Foreign Relations Committee. He will preside at two high-profile hearings this week, Wednesday with Clinton and again on Thursday at Kerry's confirmation hearing.

Royce, 61, is a Californian who got his political start in the youth movement for Ronald Reagan. Democrats and Republicans recall his efforts to ensure the extradition of Viktor Bout, a Russian arms dealer convicted in the United States on terrorism charges last year and sentenced to 25 years in prison.

Royce has assumed the chairmanship of the House Foreign Affairs Committee, replacing Rep. Ileana Ros-Lehtinen, the Florida Republican who had to step down due to Republican term limits on committee chairmen.

"He's very thoughtful, very intelligent. He's serious, he cares about the issues. I've only good things to say," Democratic Rep. Nita Lowey of New York, the ranking member on the House Appropriations Committee, said of Royce.

Menendez, now starting his second full Senate term, has been willing to challenge Republican and Democratic administrations.

He voted against the Iraq war in 2002, tangled with fellow Democrats on Cuba and pushed the Obama administration on sanctions on Iran. In just over a year, Congress has approved three rounds of penalties on Tehran's banking, energy and shipping industries to thwart its nuclear ambitions, with Menendez joining forces with Republican Sen. Mark Kirk of Illinois.

He suggested it might be time to pause and make sure the penalties are working ? a possibility the administration probably would welcome.

"I don't know that there will be any new sanctions," Menendez said in a recent interview. "I think that the enforcement of existing sanctions and the new set of sanctions that don't go into effect yet and how we enforce those and how we pursue them ... will be very important in our success, hopeful success, to have Iran not achieve nuclear power."

Royce gives Menendez high marks for his work on sanctions ? "cutting edge of really debilitating sanctions," the Republican says ? and is eager to join forces on another round.

"I'd like to target the entire Iranian energy sector," Royce said. "I'd like to make it even harder for foreign companies to sell commercial goods to Iran. I'd like to freeze the regime's remaining foreign currency reserves."

Royce is optimistic about working with Menendez despite the political divide and the decades since the two committees produced major authorization legislation.

Royce said that during his travels with Menendez, the senator shared his strong opinion of totalitarian regimes.

"He has firsthand experience in his own family with that in terms of what happened to his uncle, a labor leader in Cuba who was executed there," the congressman said.

Menendez is reluctant to discuss his family, but he elaborates on his worldview and his approach to foreign policy.

"Dictatorship and totalitarianism regardless of where it exists in the world is utterly anti-democratic, it oppresses the people," he said, adding that promotion of democracy is critical.

The New Jersey senator has won praise from the families of those killed when U.S.-bound Pan Am Flight 103 was blown out of the sky over Lockerbie, Scotland, in 1988 and for his diligence in challenging Moammar Gadhafi and any U.S. efforts to reach out to the late Libyan leader.

"He didn't let us down," said Brian Flynn, whose brother John was killed. "There's a certain amount of integrity and loyalty, and you saw that."

Horse meat discovery at Tesco "completely unacceptable" - Cameron

LONDON (Reuters) - Horse meat found in beef burgers sold by Tesco was condemned by the Prime Minister on Wednesday and was likely to prove both embarrassing and costly for the firm.

"People in our country will have been very concerned to read this morning that when they thought they were buying beef burgers they were buying something that had horse meat in it," said Prime Minister David Cameron in Parliament.

"This is a completely unacceptable state of affairs," he said, calling for an urgent investigation by Britain's Food Standards Agency.

The scandal comes just a week after Chief Executive Philip Clarke said Tesco was "back on form" in Britain after beating analysts' forecasts for Christmas sales. Tesco had hailed a successful relaunch of its meat ranges as a contributing factor to its strongest sales growth in three years.

Shares in Britain's biggest retailer fell as much as 1.7 percent on Wednesday, knocking 480 million pounds off its market value, reacting to news late Tuesday that the Food Safety Authority of Ireland (FSAI) had found horse DNA in beef burger products sold by Tesco in the UK and Ireland.

The FSAI said beef burgers sold at Dunnes Stores, Lidl, Aldi and Iceland were also discovered to contain horse DNA.

It said most of the affected burgers contained very low levels of horse DNA, but in one Tesco sample horse meat accounted for about 29 percent relative to the beef content.

Analysts said the news, emblazoned across the front pages of British and Irish newspapers on Wednesday and prompting an outbreak of horse jokes at Tesco's expense on Twitter, e-mail and texts, was a public relations blow for Tesco.

"The news is likely to, at least temporarily, reduce consumers' trust in the quality of Tesco's products which is unhelpful at a time when Tesco is trying to rebuild customers' trust in the quality underpinning Tesco own label and Everyday Value products," said Espirito Santo Investment Bank analyst Caroline Gulliver.

"It is going to be damaging (to sales), there's no doubt about that," said another analyst who declined to be named.

Last Thursday Tesco said a 1 billion pound turnaround plan for its home market was starting to work.

Clarke said the improvement reflected a series of initiatives, including a complete relaunch of fresh meat ranges.

TESCO SORRY

The beef burger products which tested positive for horse DNA were produced by Liffey Meats and Silvercrest Foods in Ireland and Dalepak Hambleton in Britain.

Tesco immediately withdrew from sale all products from its supplier, Silvercrest, which is owned by ABP Food Group, saying it was working with authorities and the supplier to urgently understand how horse meat came to be in the product.

"The presence of illegal meat in our products is extremely serious," Tim Smith, Tesco's group technical director said.

"We understand that many of our customers will be concerned by this news, and we apologise sincerely for any distress."

Food safety experts say horse meat poses no added health risks to consumers.

However, the FSAI said the issue raises concerns about the traceability of meat ingredients.

"In Ireland it is not our culture to eat horsemeat and therefore, we do not expect to find it in a burger," said FSAI Chief Executive Alan Reilly.

Tim Lang, a professor of food policy at City University London, said the issue "does raise deep concerns.".

"Firstly, is it fraud? No label declared the horsemeat or traces of pig DNA. Secondly, it appears to be adulteration, a cheaper meat being substituted for a more expensive one.

"Thirdly, and probably most importantly, this exposes failings in commercial food governance. Big retailers are supposedly in control of the food system, yet their management and contracts and specifications have been found wanting."

ABP Foods said the source of the contamination was a beef based product bought from two third party suppliers outside of Ireland.

"What we understood we were buying is not what was actually received," ABP CEO Paul Finnerty, told Irish broadcaster RTE.

Changes mark start of 2013 SA budget season

The SDSU Students? Association is set to begin its budgeting process for the next academic year on Feb. 1.

Last year?s SA was able to help allocate nearly $2.5 million from the General Activity Fees to The Union, the Wellness Center and student organizations.? This year?s budgeting process has already been quite different from years past in that it hasn?t started yet. Last year, access to student fees was on a first-come first-serve basis, so organizations presented their budgets throughout the year.

That system could get a bit confusing for some student organizations whose leadership generally changes every year. It also did not allow equal access to funds. The first organizations to the table often received more than the last as the money started to dry up.

?It seemed like it got kind of tight at the end,? said SA Finance Committee Chair Ben Ruggeberg.?

The budgeting process was further complicated by the fact that SA wouldn?t know for sure how much money would be available until the spring. The two largest portions of the SA budget, The Union and Wellness Center both of whom SA is obligated to fund, had also traditionally presented their budgets in the spring. Those complications led this year?s senate to make some big changes to the budgeting process.

?We decided to try something new and simplify the process,? Ruggeberg said.

This year all student organizations must have their budgets submitted to the SA finance committee by Feb. 1. According to Ruggeberg, this will help ensure every group gets equal treatment. It will have the added bonus of giving the committee a better idea of what all student groups would be asking for at the same time. The hope is to give every organization a fair shake.

?The goal is to get everyone on a kind of equal playing field,? Ruggeberg said.

Another hope of the new budgeting system is to reduce the risk of overspending by mistake ? a situation that hasn?t happened so far but is always a risk.

?You never want to run a deficit,? said SA President Jameson Berreth.

Another addition to this year?s budget request is a series of help sessions. The sessions will provide student group leaders with some help in navigating the budgeting process and paperwork.

?Having those times available to help student groups get the funding they can is going to be a very good thing,? said SA Vice President Wyatt DeJong.

Once the finance committee has received all the funding requests, it will begin to review each budget and meet with each group to talk about the request. The Union and the Wellness Center will be the first to receive funding recommendations.

?Those are the things that have the most people tied directly to them,? DeJong said. ?So being able to spend extra time on them will be very beneficial for us.?

Allocations cannot be made until the SDSU finance and business office releases a firm estimate of the amount of money the school collects from the GAF, which is currently $26.60 per credit hour. The GAF estimate is essentially based on the number of credit hours that students are expected to take during the next academic year.

If SA approves a budget request, it then goes to SDSU President David Chicoine, who has final approval on any GAF allocation.

Designer bacteria may lead to better vaccines

Jan. 15, 2013 ? Researchers at The University of Texas at Austin have developed a menu of 61 new strains of genetically engineered bacteria that may improve the efficacy of vaccines for diseases such as flu, pertussis, cholera and HPV.

The strains of E. coli, which were described in a paper published this month in the journal PNAS, are part of a new class of biological "adjuvants" that is poised to transform vaccine design. Adjuvants are substances added to vaccines to boost the human immune response.

"For 70 years the only adjuvants being used were aluminum salts," said Stephen Trent, associate professor of biology in the College of Natural Sciences. "They worked, but we didn't fully understand why, and there were limitations. Then four years ago the first biological adjuvant was approved by the Food and Drug Administration. I think what we're doing is a step forward from that. It's going to allow us to design vaccines in a much more intentional way."

Adjuvants were discovered in the early years of commercial vaccine production, when it was noticed that batches of vaccine that were accidentally contaminated often seemed to be more effective than those that were pure.

"They're called the 'dirty little secret' of immunology," said Trent. "If the vials were dirty, they elicited a better immune response."

What researchers eventually realized was that they could produce a one-two punch by intentionally adding their own dirt (adjuvant) to the mix. The main ingredient of the vaccine, which was a killed or inactivated version of the bacteria or virus that the vaccine was meant to protect against, did what it was supposed to do. It "taught" the body's immune system to recognize it and produce antibodies in response to it.

The adjuvant amplifies that response by triggering a more general alarm, which puts more agents of the immune system in circulation in the bloodstream, where they can then learn to recognize the key antigen. The result is an immune system more heavily armed to fight the virus or bacteria when it encounters it in the future.

For about 70 years the adjuvant of choice, in nearly every vaccine worldwide, was an aluminum salt. Then in 2009, the FDA approved a new vaccine for human papillomavirus (HPV). It included a new kind of adjuvant that's a modified version of an endotoxin molecule.

These molecules, which can be dangerous, appear on the cell surface of a wide range of bacteria. As a result, humans have evolved over millions of years to detect and respond to them quickly. They trigger an immediate red alert.

"In some of its forms an endotoxin can kill you," said Trent. "But the adjuvant, which is called MPL, is a very small, carefully modified piece of it, so it's able to trigger the immune response without overdoing it."

What Trent and his colleagues have done is expand on that basic premise. Rather than just work with an inert piece of endotoxin, they've engineered E. coli bacteria to express the endotoxin in many configurations on the cell surface.

"These 61 E. coli strains each have a different profile on their surface," said Brittany Needham, a doctoral student in Trent's lab and the first author on the paper. "In every case the surface structure of the endotoxin is safe, but it will interact with the immune system in a range of ways. Suddenly we have a huge potential menu of adjuvants to test out with different kinds of vaccines."

One form might work better with cholera vaccine, another with pertussis (whooping cough) and another with a future HIV vaccine. Trent, Needham and their colleagues should be able to fine-tune the adjuvants with increasing precision as more E. coli strains are engineered and tested, and as their understanding of how they interact with the immune system deepens.

"I think we're at the dawn of a new age of vaccine design," said Trent. "For a long time vaccinology was really a trial-and-error field. It was a black box. We knew certain things worked. We knew certain vaccines had certain side effects. But we didn't entirely know why. Now that's changing."

Trent said that an additional advantage of their system is that the E. coli can be engineered to express key viral and bacterial antigens along with the endotoxin. A single cell could deliver both parts of the one-two punch, or even a one-two-three punch, if antigens from multiple diseases were expressed in a single E. coli.

"It makes possible a vaccine that provides protection from multiple pathogens at the same time," said Trent.

Trent and his colleagues are working on a second round of designer E. coli. They have also filed a provisional patent on their system and are working with the university to find a corporate partner to pay for clinical trials.

"This is ready to go," said Trent. "I can't predict whether it will actually make it to the market. But it's very similar to the adjuvant that has already been approved, and my instinct is that if a company will undertake to do the trials, it will get approved. A company could call us tomorrow, we could send them a strain, and they could start working."

Cuban hospital carefully guards Hugo Chavez's privacy

HAVANA (Reuters) - You would never guess that one of the world's most famous heads of state, Venezuelan president and self-proclaimed revolutionary Hugo Chavez, is battling cancer at Havana's Center for Medical-Surgical Research (CIMEQ).

At the weekend there was no visible increase in security at the hospital's main entrance, where guards in olive green uniforms checked the comings and goings of visitors and waved on dallying reporters.

The sprawling, three story complex that is run by the Cuban Interior Ministry is located in leafy Siboney, one of the country's most exclusive neighborhoods on the western edge of the Cuban capital, and just minutes from the home of Fidel Castro.

It has been a month since the once feisty and now cancer-stricken Chavez, leader of one of the world's biggest oil producing nations, was operated on for a fourth time at the hospital. This time around, there have been no glowing reports of recovery.

CIMEQ's best known patient, Fidel Castro, 86, has been treated there since 2006 when he was operated on for intestinal bleeding, forcing him to cede power to his brother Raul Castro.

Ironically Chavez, who often visited the man he refers to as his mentor during Castro's ordeal, has now become CIMEQ's second best known patient. In a dramatic reversal of fate, it is Fidel Castro who has been repeatedly at the 58-year-old Venezuelan president's bedside, beginning with his first operation in 2011.

Hazy Venezuelan government communiques speak of unexpected bleeding during Chavez's most recent surgery and a lung infection that has kept the 58-year-old Chavez in a "stable" but "delicate" state since mid-December.

There has not been a word, nor even a tweet from the usually vociferous Chavez. His Twitter account, with almost 4 million followers, went silent after November 1.

Meanwhile, Chavez's family has been holding vigil in Havana, as other Venezuelan leaders and various Latin American heads of state come and go in a show of support. The presidents of Argentina and Peru visited over the weekend.

What the operation involved, and even the type of cancer attacking Chavez and its exact location, are considered state secrets.

VIP FACILITIES OFF LIMITS

CIMEQ, according to various Cuban doctors and nurses, is the Caribbean island's finest medical facility, boasting up to date equipment and pharmaceuticals and with the authority to call in the country's top specialists and support staff from other hospitals, as has been done in Chavez's case.

"CIMEQ exists in the 21st century and is the equal to some of the best facilities in the world, while the rest of the country's hospitals remain at 20th century levels," said one local doctor who requested her name be withheld.

"There are no shortages of supplies and medicines and the food is great," she added.

The hospital treats mainly interior ministry personnel, their families and area residents free of charge.

In a land where complaints are common, it is hard to find anyone with a bad word to say about the place, except that it is reserved exclusively for the elite.

"Unfortunately, I lost my father to cancer at CIMEQ less than a year ago," said 47- year-old Agust?n Daniel.

"He was treated for years at CIMEQ and the care was exquisite. He died because cancer kills and sometimes there is no solution," the self-employed interior decorator said.

CIMEQ also boasts a wing for foreigners willing to pay for their care, as well as special VIP facilities for Cuba's top leaders and important figures from other lands.

"Distinguished personalities from the arts, sciences and politics from all over the world have received attention in its modern and efficient installations," the hospital's Web Page (www.cimeq.org)states.

Little is known about the hospital's VIP accommodations, where Chavez is being treated, except that they are equipped with the latest technology and that those who work there are often sequestered for periods of time. Like all CIMEQ staff, they are sworn to secrecy at the risk of losing their licenses and criminal prosecution.

"The VIPs are treated on the third floor which is off limits to most staff even if they work for the Interior Ministry and wear uniforms under their white coats," a doctor who has worked at CIMEQ said.

"The elevators to the third floor have guards and if the patient goes outside part of the grounds are closed off," he said, adding, "no one knows what goes on up there."

Syrian warplanes bomb rebellious Damascus suburbs

BEIRUT (AP) ? Syrian fighter jets on Sunday bombed Damascus suburbs in a government offensive to dislodge rebels from strategic areas around the capital, activists said, as clashes raged around army bases and airfields in the country's north.

The Britain-based Syrian Observatory for Human Rights said warplanes were hitting towns and villages around the capital, including Kfar Batna and Gesereen, while regime forces targeted other neighborhoods with artillery and mortars. At least nine people were killed when a shell hit eastern Ghouta district, the group said.

It also said troops were battling rebels in the suburb of Daraya a day after government officials claimed the army had taken much of the strategic area, which lies on the edge of a major military air base southwest of the capital.

In northern Syria, government forces were fighting rebels over an air base and the international airport of the city of Aleppo. The airport includes a military base.

Syrian troops have been pushing since November to regain Daraya, which had a population of about 200,000 before the fighting. Thousands have fled the relentless violence, among more than 2 million Syrians who have been internally displaced during the civil war. At least half a million Syrians have fled to neighboring countries like Turkey, Lebanon and Jordan.

Observatory director Rami Abdul-Rahman said government troops now control more than half the suburb, a stronghold of support for the rebels since the start of the uprising against President Bashar Assad in March 2011.

Because of its strategic location, rebel control of the Daraya poses a particularly grave threat to the capital.

The suburb is flanked by the key districts of Mazzeh, home to a military air base, and Kfar Sousseh, where the government headquarters, the General Security intelligence agency head office and the Interior Ministry are located. It also is less than 10 kilometers (six miles) from a presidential palace.

While Assad's loyalists appear to have an upper hand on the Damascus front due to the regime's air power, the rebels dealt the government a major blow in the north by capturing a sprawling air base in Idlib province on Friday.

Rebels retained control of the Taftanaz base Sunday and intensified their assault on the Mannagh air base and the international airport in Aleppo, Syria's largest city, activists said.

Among the rebels taking part in the battle are fighters from Jabhat al-Nustra, an Islamist group that the U.S. has branded a terrorist organization. Washington said the group, among the most organized and effective rebel forces on the ground, is affiliated with al-Qaida.

Syrian official statements regularly play up the role of Islamist militants in the civil war and refer to the rebels as terrorists.

More than 60,000 people have been killed since the revolt started almost two years ago.

Heavy fighting was reported Sunday in the northern province of Deir el-Zour, involving attacks by warplanes, activists said. Clashes between rebels and troops were concentrated on the area around the airport outside the city of Deir el-Zour that has been under siege by the government forces for weeks.

Last month an international aid group, Doctors Without Borders, said tens of thousands of Syrians, many of them wounded, are trapped in Deir el-Zour.

In Aleppo, where rebels fought troops to a stalemate last year, the two sides clashed near the air force intelligence building in the Zahra neighborhood.

The state-run SANA news agency said an army unit killed "a number of terrorists and destroyed a convoy of cars that was transporting weapons, ammunition and terrorists" in Deir el-Zour.

SANA also said the military foiled an attempt by terrorists to detonate two car bombs in the southern province of Daraa, where the revolt against Assad started.

If you have tried it, you will agree with me that it is a nightmare. Not only will the receptionist ask what your business with the big boss is, but she will direct you to some minnows who will just waste your time without helping you get what you want.

So how can you present that idea for a joint venture that will transform your company to the CEO of a key industry player? To benefit from networking, try and connect with a few new people at each event. The opportunity to meet important people is usually before the event starts. If you arrive early enough, you might meet the organisers, presenters and important guests before they are enclosed by their friends and associates.

Some people don?t see the benefit of networking because of previous expectations that were quashed. One such expectation is approaching networking with a view to making sales or getting contracts.

Networking is like advertising, there is no automatic guarantee of a sale. While it may occasionally lead to a sale, if your primary intent is selling, you will fail most of the time because potential clients will see that your attempt to network is a poorly veiled sales tactic.

Selling is seen as manipulative. Most people hate being sold to; they want to willingly go to a seller and buy. You see so many signs saying ?NO HAWKERS? or ?NO DOOR TO DOOR SALESMEN? at many offices and business premises. It doesn?t mean that people there don?t buy anything. they just don?t like being sold to.

The ultimate goal of networking is not to make a sale, but to connect with people who may be able to help you reach a particular goal, be it a referral, a contact, a recommendation or an interview. But if you ask for what you want, especially at first, people will avoid you.

The secret is to start by giving. Find something that the other person really wants and provide it to them. Make a connection and build a relationship. Afterwards the other person may feel the need to reciprocate and ask about what you want.

Sometimes that relationship will grow to a level where you can freely talk about your needs and the other person will do what they can to help.

Javier Vazquez update: Washington Nationals rotation retirement puerto rico wbc

Javier Vazquez has pitched well enough in the Puerto Rican winter league to create a free-agent market for himself. The biggest bidder may be the Washington Nationals.

According to USA Today's Bob Nightengale, the Nats have "heavy interest" in the 36-year-old righthander. Vazquez has been throwing his fastball in the low 90s as he prepares to pitch for Puerto Rico in this year's World Baseball Classic.

Vazquez retired after the 2011 season, and he has said he isn't certain he wants to return to the majors. He did say that if he returns, he'd prefer to pitch for a winner. The Nats are the reigning NL East champions.

Washington, the Boston Red Sox, Tampa Bay Rays, Kansas City Royals, Chicago White Sox and New York Mets have scouted Vazquez's recent starts in Puerto Rico.
